Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is seeking three (3) Waiver Coordinators to oversee the authorization process associated with Home and Community-Based Services (HCBS) waivers and locally-funded services to ensure compliance with applicable rules and agency policy. Provide technical support and direction to Support Administrators and Support Administration (SA) leadership in all areas of the Ohio Department of DD reimbursement and Cuyahoga DD policy on local authorizations.  The nature of work will include, but is not limited to the following:

  • Create cost projections in the Medicaid Services System (MSS) and generate payment authorizations in DODD and Cuyahoga DD systems based on ISPs and other authorization documents submitted by Support Administrators.  Provide training and direction to Support Administrators and SA Leadership regarding the authorization of HCBS waiver and locally-funded services based on Ohio Administrative Code and Cuyahoga DD policy and guidelines.
  • Review all ISP submissions to ensure plan information pertaining to waiver and local authorizations is accurate, complete, and appropriate for submission.  Provide instruction to SAs when changes are needed and ensure corrections have been implemented when work is resubmitted.
  • Oversee the authorization of expenditures for HCBS Waivers and local Non-Medicaid funds to ensure fiscal responsibility.  Prepare and analyze utilization to provide fiscally sound recommendations to SAs to avoid excessive or duplicative authorizations. 
  • Collaborate with providers and DODD in the remediation of provider and billing issues.  Facilitate communication among parties as needed to resolve issues preventing timely payment to providers.  
  • Maintain effective relationships and communication with internal customers, DODD representatives, service providers, and the client database vendor.
  • Oversee and administer all technical aspects of the authorization process and troubleshoot issues in various systems.  Communicate with service providers, IT staff at DODD, the client database vendor, and Cuyahoga DD.  Provide technical assistance and direction to providers regarding billing issues. 
  • Collaborate with Support Administration and other SSA department staff regarding practice, including the development, implementation, and training of standardized approaches to waiver and local authorizations.
  • Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DODD rules and regulations and guidance from Cuyahoga DD MAC Coordinator.  

PERSONAL CONTACTS: Frequent personal and email contact with SSA Department staff, HCBS waiver and local service providers, client database vendor, DODD, and other agencies.

 

UNUSUAL WORKING CONDITIONS: Flexible Work schedule; some evening and weekend meetings. Occasional travel in county and out of county.

 

SALARY:  The salary listed in the header is the base salary for all positions in Pay Schedule D.  It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate.  Also, it is Cuyahoga DD’s intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Qualifications

  • Bachelor’s Degree in Special Education, Social Work, Psychology or related area.
  • Successful experience working with the Home and Community-Based Services (HCBS) waiver program.
  • Hold a valid driver's license and the ability to maintain an insurable driving record according to Cuyahoga DD policy.
