  • Overview

    The Cuyahoga County Board of Developmental Disabilities is seeking someone to manager the implementation of various projects for the CMS Department related to state/federal changes and internal quality improvement or agency priorities. Assist in development of policies, practices and procedures for CMS staff.  Determine business needs of the CMS department and develop solutions using a combination of multiple existing software applications, custom programming and database integrations.  Develop systems to gather, analyze and monitor data related to CMS functions.  The nature of work will include, but is not limited to, the following:

    • Work collaboratively with CMS management team to plan, develop and implement changes in policy, practice and procedure in response to changes in State and Federal expectations of service delivery and other priority areas.
    • Serve as project manager of various agency and departmental initiatives, which involve formation and leadership of numerous short-term work-groups or committees.
    • Determine business needs of the CMS department and develop solutions using a combination of multiple existing software applications ,such as Gatekeeper, OnBase, iData ISP, PST, and various custom applications. Work cooperatively with the CMS and IT Departments in the ongoing development, design, recommendation and selection of new software applications.  .
    • Provide supervision to staff responsible for OnBase document scanning, including development of metrics/expectations for task completion. Work with Manager, Information Systems to determine project prioritization as necessary.
    • Oversee multiple short-term projects as assigned, including authorizations reviews, waiting list transition, and customer service initiatives.
    • Maintain in-depth knowledge of local, state, and federal regulations; prepare reports on changes in rules, processes, and anticipated impact for CMS Management.
    • Manage activities associated with drafting, maintenance, and storage of procedural/training information and related technical assistance for CMS Management and staff. 
    • Perform analysis and ongoing review of various financial and demographic data related to the administration of CCBDD Community & Medicaid Services operations. Prepare and distribute various reports/analyses on a monthly or ad hoc basis to CMS Management.
    • Provide training on procedural, policy, or technology changes as needed; act as a technical resource for CMS staff.
    • Identify, analyze and interpret trends or patterns in data used by the CMS Department and make recommendations based on such trends.
    • Participate in the Medicaid Administrative Claiming (MAC) Program in accordance with rules, regulations and guidance from the CCBDD MAC coordinator.

     

    Qualifications

    • Bachelor’s Degree in Planning, Public Administration, Business Administration, Special Education, Information Systems, Computer Science, or related area.  Master’s Degree preferred.
    • Extensive experience with spreadsheets, word processing, database systems, DODD information systems, Gatekeeper, iData ISP, and OnBase is required.
    • Experience with enterprise content management software, preferably OnBase.
    • Minimum of three years of administrative experience in planning, Support Administration or business management required.
    • Minimum of three years of experience with Community/Residential/Waiver programs and Waiver Reimbursement systems required.
    • Eligibility for State Department of DD SSA Supervisor certification with certification occurring within state statute time lines.
    • Extensive experience in conducting training for large and small groups required.
    • Valid state of Ohio driver's license and continued maintenance of excellent driving record.
