The Cuyahoga County Board of Developmental Disabilities (CCBDD) is seeking a full-time Supervisor to plan, organize and supervise all Service and Support Administration activities of the CCBDD, which includes oversight of all SSA functions per OAC Rule 5123:2-1-11 for individuals receiving  services or who have planning needs. Contribute to the development of new CMS Department policies, protocols and SA practice expectations.  The nature of work will include, but is not limited to the following:


  • Supervise the practice of Service and Support Administration.
  • Collaborate with management team to plan and develop or modify local practice in response to changes in State and Federal expectations of service delivery.
  • Manage the authorization of expenditures to ensure fiscal responsibility including: use of Cost Projection Tools, the Prior Authorization Review Process, implementation of AAI Administrative Review, and utilization of Medicaid State Plan Services. Deliver technical assistance to Support Administrators, Providers, and Waiver Coordinators regarding these authorization processes.
  • Assist Regional Managers to hire, train, and cultivate professional development of Support Administrators.
  • Develop, maintain and implement training for Support Administrators and other CMS department staff.
  • Evaluate performance of Support Administrators, including annual performance appraisals, as well as ongoing coaching and instruction to ensure skill acquisition, retention and utilization. Collect and prepare information related to performance issues, including but not limited to discipline meetings and hearings.
  • Consult with Support Administrators and problem-solve issues related to day-to-day operations as well as for crisis situations which necessitate immediate action based on concerns regarding the health, safety and welfare of individuals served.
  • Provide supervision and oversight to ensure timely enrollment and redetermination of individuals on HCBS Waivers to  assure access to needed services and funding.
  • Participate in the Medicaid Administrative Claiming (MAC) program in accordance with DoDD rules and regulations and guidance from CCBDD MAC Coordinator.
  • Project management of various agency and departmental initiatives, which involve formation and leadership of numerous work-groups or committees. Develop and assign Support Administrator caseload compositions, including specializations based on funding and other demographic categories to meet the operational needs of the department.
  • Supervise Support Administrators’ implementation of mandated protocols to ensure the health and safety of individuals served such as MUI prevention plans and continuous plan review.Provide direction and assistance to Support Administrators in developing person-centered plans, which includes review of plans in order to give feedback as necessary.
  • Oversee development and implementation of standardized approaches to the DoDD and non-waiver Cost Projection Tools; provide technical support to Support Administrators with these tools. Establish and maintain effective collaborative relationships with community stakeholders. Function as liaison to other service and support systems, both internal and external.
  • Oversight and quality assurance of TCM, a source of revenue for CCBDD which documents the activities performed with and on behalf of individuals served. Facilitate regularly scheduled Small Team Meetings to provide information in a consistent format to Support Administrators.
  • Prepare and present reports to managers regarding current practices and ongoing concerns. Propose revisions to existing policies and procedures.Provide technical assistance and training to CCBDD staff in Medicaid, Medicaid Waivers and SSA functions with presentations in various internal and external venues, including locally and throughout the County.
  • Function as a Support Administrator when operationally necessary. Oversight of all other Support Administration activities, including adherence to agency policies and departmental standards.

UNUSUAL WORKING CONDITIONS: Planning meetings will be held throughout Cuyahoga County and surrounding counties and during the evenings and weekends. Occasional travel to other counties.




  • Bachelor’s Degree in Special Education, Social Work, Psychology or related area.
  • Three years of CCBDD experience or five years of DD experience.
  • Some supervisory experience in a related field preferred or substantial professional experience in service coordination.
  • Eligibility for State Department of DD SSA Supervisor certification with certification occurring within state statute time lines.
  • Valid State of Ohio driver’s license and continued maintenance of excellent driving record.
